Establishment of the California Cannabis Commission
CCA calls for the establishment of the California Medical Marijuana Commission which would promulgate necessary regulations and administer the provisions of California medical marijuana laws in a manner that fosters and protects the health, safety and welfare of the people of the State of California. In cooperation with both local industry members and law enforcement agencies, the Commission will ensure honesty, impartiality, and the highest degree of concern for patients in the State of California. CCA strongly believes that patients, industry members and law enforcement will benefit from effective and efficient regulatory compliance, standards and guidelines. Rather than suffering a continued lack of regulation and control in the medical marijuana industry, the Commission would make sure that medical marijuana is safe and distributed in a controlled manner under medical auspices
Recommendation Standards Project
The frustration with doctor recommendations remains a constant. We believe that recommendations should be standardized with the same required information on each form to assure each doctor, patient, and dispensary operators are protected.
The California Cannabis Exchange
We are already seeing the need for an environment to provide patients as well as collective operators a place to be able to come together and exchange cannabis and cannabis products. Every cannabis exchange provider would have to have to assure that the product has been safety screened and tested. The purpose of the exchange would be for members and organizations to come together to trade product directly with one another in a regulated environment.
The Cultivation Project
The community has to come together to develop better standards for patients, collectives and cooperatives to cultivate cannabis. Standards would include recommendations for in-home cultivation for the single patient, indoor cultivation for a collective or cooperative group, and outdoor cultivation.
The Collective/Cooperative Project
The grey area in which a collective or cooperative group has to operate in has become worrisome to most operators. There is no single group at the State level who monitors collectives and how they operate. For the safety of collective groups and operators, best management practices, standard ways of operating, and a code of ethics will need to be developed and practiced to assure government officials that medical cannabis here to stay.
The Edible Project
Edibles are so very crucial for so many medical cannabis users and yet there is no FDA oversight or regulation on the cleanliness of the kitchens that they are made in, the doses that are defined, packaging, expiration dates, made on dates, labeling . . . the list goes on and on. It critical for safety standards, recall procedures, labeling, and dosage requirements to be defined for all edible manufacturers.
